the use of open as a means of development
• The concept of ‘open’ covers a whole range of activities from open software and content, to open
data, hardware services, fabrication and innovation. There are a number of differences between
these meanings, as the one does not necessarily imply the other. However, their whole reflects
a new model of production which is decentralised, relatively equal and with fewer limitations on
access and reuse of knowledge.
• We, at EKT, are at the forefront of open, in both the Greek and European environment because it
is a means by which real contributions to development can be achieved, especially in the Greek
context. This is mainly due to the fact that open means a] less or no dependence on a third party
technology for which licensing fees would need to be paid b] real access and the possibility of
intervention in the same technology or data and thus development of local capability c] access
to global value chains through participation in global communities and the dissemination of
services through the respective networks.
Our priorities for 2014-2015 include
• The expansion of our activitieswithin European and international initiatives or projects connected
to openness.
• The delivery of clear proposals for the linking of open with the production of value in the
knowledge ecosystem for the Greek environment
• The support and reinforcement of the Greek business ecosystem producing value with regard
open
• The increase in skills and maturity of the Greek openness ecosystem, especially collaboration
with GFOSS.

• The carrying out of our developmental priorities via supported activities which are related to the
dissemination and use of knowledge are important not only at a national but also at a regional
and local level. Our aim is to strengthen global value chains with regional and local participants
as producers of value, not just consumers. This is possible through activities which take into
account the particular strengths of regional areas and reinforce the use of data and knowledge
in general in the city or town. All of the facts mentioned above, from data-centred strategy to an
image in metrics of research and innovative activities, strengthen the increase in impact on a
local and regional level and cultivate smart activities.
• The very fact that our organisation is located in the centre of Athens allows us to contribute to
specific sectors and to interact with various intellectual and cultural aspects
