Research-based SMEs are the main economic drivers of healthcare, biotechnology and medical
technologies. Strong EU-based biomedical research will enhance the competitiveness of the
European pharmaceutical and healthcare industries. In this sense, the Innovative Medicines
Initiative was a Joint Technology Initiative (JTI) that was linked to the FP7-HEALTH Programme
and more specifically to its 2nd activity “Translating research for human health”. This Joint
Undertaking between the European Union and the European Federation of Pharmaceutical
Industries & Associations (EFPIA) was launched in 2008 and its origins lie in the European
Technology Platform on Innovative Medicines that was supported under the European
Commission's Sixth Framework Programme for Research (FP6).
IMI’s 2 Bio. € budget for the period 2008-2013 made it the largest life sciences Public-Private
Partnership in Europe and indeed in the world. Half of this budget came from the EU’s Seventh
Framework Programme (FP7) and more specifically from the budget dedicated to the FP7-
HEALTH programme. The rest came in the form of in-kind contributions from the EFPIA and its
member companies. The research consortia participating in IMI projects consist of large
biopharmaceutical companies that are members of EFPIA, and a variety of other partners, such
as SMEs, patient organisations, universities & research organisations, hospitals, regulatory
agencies and other industrial partners.
1.2. The HEALTH Calls
In the period 2007-2013, 32 calls were announced from which 13 concerned the HEALTH
Programme & its thematic fields (“FP7-HEALTH” calls), 11 the Public-Private Partnership
Innovative Medicines Initiative - Joint Undertaking (IMI-JU calls)” and 7 concerned the Public-
Public Partnerships Joint Programming Initiative & ERANETs in the Health sector (1 “FP7-JPROG”
& 6 “FP7-ERANET” calls).
The following table lists the calls for the period 2007-2013 that were linked to the FP7-HEALTH
Theme, in terms of budget.
